China Temporary Driving Permit for Foreigners

Your foreign driver's license is not valid for driving in China. You need a Temporary Driving Permit issued by the local Vehicle Management Office. The process takes one morning, costs approximately 150-300 RMB total, and requires you to bring six specific documents to the office.

Who Needs a Temporary Driving Permit

Every foreigner who drives in China needs one of:

• A Temporary Driving Permit — for short-term visitors (tourists, business travelers). Validity: 3 months, extendable to 12 months.
• A full Chinese driver's license — for residents, workers, and long-term stays. Requires passing a written exam (computer-based, multiple choice, available in English at designated test centers).

The temporary permit is the practical option for visits under 3 months. You apply once, receive it the same day, and it covers the same vehicle categories as your home license.

Countries with Direct Conversion Agreements

China has mutual recognition agreements with these countries. Holders of valid licenses from these countries skip the written exam entirely for a full license conversion:

If your country is not on this list — and this includes the US, UK, Canada, Australia, Germany, Japan, South Korea, and most others — you must take the written exam for a full license, or apply for the temporary permit without the exam.

The temporary permit does not require the written exam for any nationality. If you hold a valid foreign license from any country, you qualify for a temporary permit through the document submission process described below.

Required Documents — Exactly What to Bring

Before leaving for the Vehicle Management Office, gather all six items. Missing any single item means your application is rejected and you must return another day.

1. Original Foreign Driver's License

Your physical license card. Must be currently valid — not expired, not suspended, not a provisional/learner's permit. A digital copy or photograph on your phone is not accepted. The officer holds your license in their hand and compares it against your passport photo.

If your license has categories/classes (e.g., motorcycle, car, heavy vehicle), the temporary permit reproduces those categories. A motorcycle-only license does not qualify you to drive a car.

2. Certified Chinese Translation of Your License

This is the most frequently missed item. A translation must be:

• Done by a certified translation agency registered in China — not by yourself, not by a friend, not by your hotel concierge, not by a translation app printout
• On the translation agency's letterhead with their official stamp
• A complete translation of every field on your license: name, license number, issue date, expiry date, issuing authority, vehicle categories, and any restrictions/endorsements

Translation agencies cluster near Vehicle Management Offices because they know the demand exists. Walk around the street near the office and look for signs saying "翻译" (translation). Typical cost: 100-200 RMB. Turnaround: 10-20 minutes for a standard card license, 30-60 minutes if the office is busy.

Bringing the translation done in advance saves time but is not necessary — you can get it done near the office on the same day.

3. Passport with Valid Entry Stamp

Your original passport. The officer verifies:

• Your photo matches the person standing at the counter
• Your entry stamp is current (you entered China legally and recently)
• Your name in the passport matches the name on your driver's license and translation

If your passport name and license name differ (maiden name vs. married name, middle name vs. no middle name), bring additional documentation — a marriage certificate or name change document — translated and certified by the same process.

4. Temporary Accommodation Registration Slip

The registration slip you received from your hotel check-in or from the police station. The officer checks that:

• You are registered as staying at an address in the city where you are applying
• The registration is current (not expired)
• Your name and passport number on the slip match your passport

If you are staying at a hotel, the front desk prints this slip at check-in. If you are staying at a private residence, you must register at the nearest police station (派出所) within 24 hours of arrival to obtain this slip.

5. Medical Check Certificate

Required by some cities, not all. Before visiting the office, determine whether your city requires it:

• Beijing: Required. Available at designated hospitals listed on the Beijing Vehicle Management Administration website. Basic vision test, color blindness test, height/weight measurement, and a general health questionnaire. Cost: 50-100 RMB. Duration: 30 minutes.
• Shanghai: Not always required for temporary permits — check with the office before you go. If required, designated hospitals are near the vehicle management office on Hami Road.
• Guangzhou: Required. Available at designated hospitals in Tianhe District.
• Shenzhen: Required. Available near the vehicle management office.
• Smaller cities: Inconsistent. Call the office or visit to confirm.

The medical check is basic. You do not need to fast. You do not undergo a full physical examination. It screens for vision issues that would make you unsafe to drive. Wear your glasses or contact lenses if you need them for driving — the vision test measures your corrected vision.

6. Passport-Sized Photos

2-4 photos, 33 mm x 48 mm, white background, taken within the last 6 months. These are identical to Chinese visa photo specifications. Photo booths and photography shops near the Vehicle Management Office produce these in 10 minutes for 20-40 RMB. Bring more than you need — some offices use 2 photos, some 4. Extras prevent a second trip.

Where to Apply

Go to the Vehicle Management Office (车辆管理所 / chēliàng guǎnlǐ suǒ) in your city. Major cities have a "Foreign Affairs" or "International Service" window at their main branch.

• Guangzhou: Guangzhou Vehicle Management Office, 1632 Sanxin Road, Tianhe District. Open Monday-Friday 9:00 AM - 5:00 PM, Saturday 9:00 AM - 12:00 PM.
• Shenzhen: Shenzhen Vehicle Management Office, 1038 Meilin Road, Futian District. Open Monday-Friday 9:00 AM - 5:00 PM.

Arrive between 9:00 AM and 11:00 AM. Vehicle management offices process applications fastest in the morning. After 11:30 AM, staff begin lunch rotations and wait times increase. Some offices stop accepting new applications by 3:00 PM.

Step-by-Step Application Process

Step 1: Get Your License Translated

If you arrive without a translation, walk to a translation agency near the office. Hand over your license. Wait 10-20 minutes. Pay 100-200 RMB. Collect the certified translation with the agency's stamp.

Step 2: Complete the Medical Check

If your city requires it, visit the designated hospital or the medical check station near the vehicle management office. The check takes 30 minutes. You receive a stamped medical certificate. Bring this with you to the application counter.

Step 3: Take a Queue Number

Enter the vehicle management office. Look for the queue number machine — a kiosk near the entrance with a touchscreen. If the screen is in Chinese only, find a staff member in uniform standing nearby and show your passport. They tap the screen for you and hand you a paper ticket with a number. Look at the overhead display screens to see which number is currently being served and which counter it goes to.

Step 4: The Application Counter — What Actually Happens

When your number appears on the display screen, walk to the indicated counter. The counter window has a glass partition with a slot at the bottom for documents.

The officer:

1. Takes your six documents and spreads them on the counter
2. Compares your passport photo against your face, looking up from the passport to you several times
3. Scans your passport through a desktop scanner
4. Types into the computer for 5-10 minutes — entering your name, passport number, license number, license categories, nationality, date of birth, and the permit validity dates. This is the longest part of the process.
5. Checks your license translation against your original license — they verify the license number, categories, and validity dates match the original
6. May ask: "Which vehicle categories do you drive?" — point to the categories on your license
7. May ask: "How long do you need the permit?" — answer "3 months" or "12 months" depending on your stay
8. Prints a form with your information — hands it to you to review and sign
9. Takes one of your photos and attaches it to the permit application
10. Collects the application fee — 50-100 RMB. Pay in cash or by mobile payment

Step 5: Receive Your Temporary Driving Permit

After payment, the officer prints your temporary driving permit — a laminated card, similar in size to a driver's license. Processing time at the counter: 30-60 minutes total, depending on how many people are waiting. You walk out with the permit in hand. No waiting period. No mail delivery.

Written Test for Full License Conversion

If you want a full Chinese license instead of a temporary permit, and your country does not have a direct conversion agreement, you must pass the written exam.

The exam is:

• 100 multiple-choice questions in 45 minutes
• Available in English at designated test centers in major cities
• A score of 90 out of 100 is required to pass
• Topics: Chinese road signs, traffic laws, driving regulations, penalties for violations, right-of-way rules, motorway driving, and accident procedures

Study materials: Download a "China Driving Test" app from your app store. These apps contain the full question bank in English and simulate the actual exam. Study for 3-5 hours to cover the 1,000+ question bank. Focus on penalty amounts and road sign meanings — these are the most-tested categories.

Validity and Limitations

• Standard validity: 3 months from the date of issue. Not 90 days — exactly 3 calendar months. Issued on June 10, it expires on September 9.
• Extension: Apply for an extension before the permit expires. Maximum total validity: 12 months. The extension process requires re-submitting your passport and accommodation slip.
• Vehicle categories: You may drive only the categories listed on your home license. A car license does not permit you to drive a motorcycle or a vehicle over 9 seats.
• Geographic scope: Valid throughout mainland China. Not valid in Hong Kong, Macau, or Taiwan.

When the permit expires, stop driving immediately. There is zero grace period. Driving one day after expiry is treated identically to driving with no permit at all.

Renting a Car

With your temporary permit, you can rent from international chains (Hertz, Avis — limited presence in Beijing, Shanghai, and Guangzhou airports only) or Chinese platforms:

• 神州租车 (Shenzhou Car Rental): The largest Chinese car rental company. 1,000+ locations nationwide. Minimum rental age: 21. Deposit: 5,000-10,000 RMB hold on a credit card (debit cards not accepted for deposits). Daily rates: 150-400 RMB for an economy sedan, 400-800 RMB for a mid-size SUV.
• 一嗨租车 (eHi Car Rental): Second-largest. Similar requirements and rates. Often has better availability at airports.

The rental counter wants:

1. Your passport
2. Your foreign driver's license
3. Your temporary driving permit
4. A credit card (Visa/Mastercard) for the deposit hold

The deposit hold is released 30-45 days after you return the car — this is standard for Chinese car rental and is not a scam or error. Ensure your credit card has sufficient available credit before the rental.

Navigation

Google Maps has limited, often outdated data for China. Street layouts change frequently, and Google's China dataset is not actively maintained. Use these instead:

• 高德地图 (Amap): The most accurate navigation app for China. Turn-by-turn voice navigation in Chinese. The interface is in Chinese, but the map visualization is universal — follow the blue line. Download it before your trip.
• 百度地图 (Baidu Maps): Second option. Equally accurate routing. Also in Chinese. Slightly better at finding businesses by name.

Both apps require internet access. Download the offline map for your city — Beijing offline map is approximately 300 MB, Shanghai approximately 250 MB.
